不对。to complete要改为：completing

要掌握这个句型：
have difficulty / difficulties (in) doing sth.做某事有困难
或；have have trouble / problems (in) doing sth.

应该改为They have many difficulties to complete the project in (the next)two years

或They had many difficulties to complete the project in (the past) two years

具体就要看你是指过去还是未来了

During two years, they encountered many difficulties in completing the project.

Have difficult IN doing something
It is difficult for us to do something..
所以把TO COMPLETE改成 IN COMPLETING

They have many difficulties projects to complete in two years.
我觉得应该是这样！！

“in two years”是“两年后”,“within two years”才是“两年内”，所以应该要用 将来时。还有就是have difficulty / difficulties (in) doing sth.的问题了，因此句子改成：
They will have many difficulties（in）completing the project in two years.
